Head and front is a phrase meaning the most important, foremost or primary item. Wardrobe is where you keep your dress. It refers to main item in your collection. It is just like standing in front of the wardrobe.
Staring at a packed wardrobe can cause confusion leading to wearing same outfit 3-4 times repeatedly. Sometimes looking at you in same clothes make you older, signalling a need for style update. The phrase reflects a time before the advent of industrial revolution, a time when agrarian society was getting into a transformation.
